The one way from a stored type value to its case.
Fills itself by convention: for each layer it asks the autoloader for the enum {@see ArtifactLayer::types()} names and registers it when it exists. No contribution, no discovery — the installed layers decide which types there are, and a third party has no way in.
Each enum is checked when it registers: an int-backed {@see ArtifactTypeInterface}, every value inside its own layer. Values cannot collide — PHP keeps an enum's values unique, and the layer bits keep the layers apart.
