Resolved on demand — by the sync and ui5:i18n, never by a request — because the abilities include the
entity sets' #[Read], which need every app's OData schema. The hard check: a key missing from
the base bundle throws, naming the key and the file it belongs in.
Out of scope: the titles of non-root artifacts (their TITLE stays literal), the
slot.* settings, and Core's own settings until Core's bundle carries their keys. A later extension comes in
2.x as an optional key with the literal as fallback; it becomes mandatory only with a major.
