Shared base for every failure where a partner's EditLevel is wrong for the operation at hand — today the Settings writer's level gate ({@see InvalidEditLevelException}).
Catch this base to handle any edit-level refusal uniformly; catch a leaf to discriminate the context. It lives in the Settings domain because Settings owns the EditLevel / SystemLevel governance semantics.
Abstract on purpose: only the leaves are ever thrown.
