A delete a foreign key may refuse — a row the code declared away that data people entered still holds. The delete runs in a savepoint of its own: a refusal rolls back only that delete (Postgres would otherwise abort the whole transaction), and the worker reports the row as a blocker and goes on. Any other database error is rethrown.
