One rule of a diagnosis: it looks at the system and answers with an {@see Outcome}.
A rule only reads. It writes no file and touches no database. A rule that cannot
run says so with {@see Outcome::skip()} instead of passing. A command never runs
this interface directly; it runs the rules tagged with its own marker,
{@see DoctorRuleInterface} for ui5:doctor.
The id carries the owner's namespace and a number: core.W1, sdk.W2,
foundation.W1, platform.W1, host.W1. The command refuses an id outside these
namespaces, and an id it has already seen, before the first rule runs.
