core.W4 — a key present in one locale file of a bundle (i18n_en, i18n_de, …) is present in all of them.

A key missing from a locale falls back to the base text: the app shows the wrong language, and nothing reports it. That is a warning. Keys missing from the base file are only one notice per file, since a minimal base bundle can be deliberate.

Reads the bundles a developer edits ({@see Bundle::inProject()}). A file that cannot be read is core.W5's finding.
