The post-build half of the visibility decision: a gate votes on a child after its element is built, when its press-intent is known.
The pre-data half is {@see \LaravelUi5\Core\Ui5\Emit\Veto\VetoerInterface}, which votes on the artifact before any data is fetched. A gate costs the build of an element it may drop, so prune by vetoer whatever can be decided without the element.
Register by tag: $this->app->tag([MyGate::class], ElementGateInterface::class).
Core ships no gate; nothing tagged shows everything.
Hide prunes the child: it is absent from the wire and not recorded as an
error. Lock is reserved as in the veto chain and renders like Show.
