The base of a person command — one a person runs and answers for: lock a tenant, correct a value, grant rights. It
always signs the person in first (e-mail and password, no session), never runs without interaction, checks the
declaration's #[Act] against that person, and writes cli; user@host beside them into its heads. Declare it with
AbstractCommand and implement handleCommand(...) as for an automation command.
