The shipped resolver: the tenant is the organisation the operator's operator_for points to.
The operator is the row whose ext_ref is {@see InstallationInterface::getOperatorKey()}. A company
that runs its own installation is its own tenant — the relationship points from the row to itself;
an agency's relationship points to its customer. Exactly one valid relationship per database: none
or several fail loud.
Layers above the SDK wrap {@see partner()} in their own tenant type.
